金融庁監督局保険課保険代理店監督企画室長
1988年、大蔵省北陸財務局で採用後1999年から金融監督庁（当時）に移り、ほぼ一貫して保険行政に従事。第三分野相互参入、保険セーフティーネットの延長、銀行窓販の解禁、少額短期保険業制度の創設、ソルベンシー規制の見直し（ESR導入）など、各種制度改正に携わる。

Bunyu HAKUTO, Director of the Insurance Agency Monitoring and Planning Office, Insurance Business Division, Supervision Bureau, Financial Services Agency
After being employed at the Hokuriku Local Finance Bureau of the Ministry of Finance in 1988, he moved to the Financial Supervisory Agency in 1999 and has been engaged in insurance administration almost consistently.
He has been involved in various institutional reforms such as mutual entry into third-sector insurance, extension of the insurance safety net, lifting of the ban on bank counter sales of insurance products, creation of the small-claims and short-term insurance business system, and review of solvency regulations (introduction of economic value-based solvency regulations).
